UNIVERSAL prepares Air Construction and Air Operating Permit Applications for its industrial clients. Industrial sectors that UNIVERSAL has prepared applications for include: bulk petroleum storage, petroleum refining, munitions manufacturing, surface coating, truck and trailer repair, modular building manufacturing, medical waste treatment, poly resin counter top manufacturing, Styrofoam manufacturing, cardboard manufacturing, wood pallet manufacturing, electric motor repair, non-metallic mineral processing, and concrete cement manufacturing. UNIVERSAL prepares general air construction and operating permit applications in accordance with Chapter 62-210 of the Florida Administrative Codes (F.A.C.). Additionally, UNIVERSAL prepares Federally Enforceable State Operating Permit (FESOP) and Title V Permit Applications in accordance with Chapter 62-213 F.A.C.

It is UNIVERSAL’s goal to provide turnkey permitting services to our clients. Services typically performed by UNIVERSAL as part of the permitting process include: process review and description development, emissions inventory development, regulatory review, operating scenario analysis, potential to emit evaluation, control technology review, and FDEP Form 62-210.900 application preparation. Industrial Wastewater Permitting

UNIVERSAL prepares industrial wastewater permit applications for a diverse group of industrial clients. Industrial sectors UNIVERSAL prepared applications for include: petroleum bulk loading, petroleum refining, trucking repair/maintenance, warehousing and distribution, beverage manufacturing, medical waste treatment, electro plating and surface coating, concrete manufacturing, munitions manufacturing, and poly-resin counter top manufacturing. UNIVERSAL’s goal is to prepare a permit application that will be approved in an expeditious manner. To meet this goal, UNIVERSAL involves senior level professionals who are well versed in regulatory requirements and who are knowledgeable in manufacturing processes. In addition, UNIVERSAL meets with regulatory agencies prior to application submittal to confirm requirements and to identify any potential barriers for obtaining permit approval.

National Pollution Discharge Elimination System (NPDES) Permit

As required by the 1987 amendments to the Clean Water Act, in November 1990, EPA initiated the National Pollutant Discharge Elimination System (NPDES) storm water permitting program. Under this program, all facilities which discharge pollutants from any point source into water of the United States are required to obtain a permit. The permit provides two levels of control: technology-based limits (based on ability of discharges in the same industrial category to treat wastewater) and water quality-based limits (if technology-based limits are not sufficient to provide protection of the water body).

To provide flexibility for the regulated community in acquiring a storm water discharge permit, EPA developed three permit application options. Industries could submit an individual application, a group application, or a notice of intent (NOI) for a general permit. The group application allowed industrial facilities with similar activities to jointly submit a single application for permit coverage. The EPA developed the industry-specific Multi-Sector General Permit to provide NPDES permit coverage to the members of group applications. The permit was proposed on November 19, 1993 and was issued by EPA in states where EPA is the NPDES permitting authority. In addition, the permit was provided to authorize NPDES states for use as their model in their storm water activities.

Spill Prevention Control and Countermeasure Plan (SPCC)

The National Oil Spill Prevention, Control, and Countermeasures (SPCC) Program was implemented when its regulations became effective on January 10, 1974, under the authority of Section 311 of the 1970 Federal Water Pollution Control Act (FWPCA), also known as the Clean Water Act. The purpose of these regulations is to prevent spills from reaching the waters of the United States by establishing requirements for owners or operators of facilities that drill, produce, gather, store, process, refine, transfer, or consume oil. The text of the regulation is found in Title 40 of the Code of Federal Regulations (40 CFR), Part 112. UNIVERSAL prepares SPCC plans for a diverse group of industrial clients. Industrial sectors UNIVERSAL prepared applications for include: petroleum bulk loading terminals, petroleum refineries, trucking repair/maintenance/bulk terminals, petroleum distributors, beverage manufacturing and mining operations.
